Position Summary
We are looking for an experienced Staff Clinical Data Engineer to lead the design, development, and validation of our Clinical Data Science Feature Store (CDS-FS).  The Staff Clinical Data Engineer will work with a team of engineers, data scientists, and health economists to build a feature store spanning all levels of health information (genomic sequencing to payer claims).  The CDS-FS will support molecular epidemiology, health economics and outcomes research, and biomarker discovery to further our knowledge of the interaction between human health and microbial cell free DNA.
As a Staff Clinical Data Engineer you will be responsible for quality and timely delivery of projects you are leading, in addition to strategy, budgets, and stakeholder management. You will work closely with Clinical Data Science, Core Data, Clinical Affairs, Medical Affairs, Scientific Discovery, Commercial, and Analytics to gather requirements for molecular, claims, and electronic health record feature sources. As a Staff Clinical Data Engineer you will select technologies that balance user experience, scalability, complexity, development timelines, security, privacy, and cost. The ideal candidate will possess a deep knowledge of established health data standards (Common Data Model, CDISC/CDASH/SDTM/ADaM, HL7/FHIR) and practical experience with health data privacy regulations (HIPAA, 21 CFR part 11).

Reports to:  Director, Clinical Data Science 
Location:   Redwood City, CA  
Primary Responsibilities
•  Responsible for design, deployment, and accessibility of the Clinical Data Science Feature Store including requirements gathering, overseeing development/deployment, implementing validation procedures and quality review, budget, and leading cross-team communications with Engineering.
•  Contribute to identification, transformation, and validation of CDS-FS data sources (clinical study, electronic health record, payer/hospital medical claims, and genomic sequencing data).
•  Collaborate with Engineering on technology selection and deployment to ensure alignment with the current and planned software stack and SDLC processes.
•  Participate in engagements with data source vendors, with a particular focus on data schemas, privacy, security, and compliance requirements.
•  Ensure implementation and consistent use of data provenance, quality assurance and quality control procedures.
•  Produces technical reports and presentations.

Physical Requirements
Subject to extended periods of sitting and/or standing, vision to monitor and moderate noise levels. Work is generally performed in an office, lab or clinical environment. 
Position Requirements
•  Minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years experience; or equivalent experience. Education is in Computer Science, Engineering (Software/Electrical) or related technical fields involving algorithms or coding (e.g., physics or mathematics, medical informatics, bioinformatics).
•  Deep knowledge and years of experience working with at least two of the following clinical data sources: electronic medical records, payor claims, hospital billing, clinical study/trial, or genomics.
•  Knowledge and experience with established clinical data schemas (Common Data Model, HL7/FHIR, CDISC/CDASH/SDTM/ADaM).
•  4+ years of experience in software and data engineering with advanced knowledge and hands-on experience with one of the following languages: Python, Java, Scala, Javascript. 
•  4+ years of experience with relational databases, APIs (e.g. RESTful, GraphQL), and version control (Git).
•  Technical ownership of a software development project using cloud infrastructure (AWS, Azure, GCP) within a consulting organization, academia, or industry.
•  Knowledge and experience with health data regulatory compliance (HIPAA, 21 CFR part 11, and/or ISO 13485).
